City Manager April 2026 Update to City Council

Police Department Expansion Construction Update

Tradd Street is planned to reopen by the end of April. For the Police Department expansion project, the call center is expected to be completed by the end of April. The parking garage is currently planned to open in mid-summer. At this point, parking is not expected to be paid parking, other than for the apartments.

Municipal Operations Center

The Municipal Operations Center project has moved from a basic concept design into more formal drawings for construction and site work. Elevations are currently being reviewed. City staff continue discussions on pricing by determining project needs versus wants and are working with Davenport Finance Advisors to develop preliminary financing information. Partial funding is anticipated in FY 2027.

Statesville Recreation & Economic Vitality (REV) Projects

Statesville Event Center

Equipment for the Statesville Event Center sound and video upgrades has arrived, and installation is scheduled to begin this week.

Kimbrough Park Renovations

The Kimbrough Park shelter project is complete.

Newtonville Community Park

• Playground installation is complete
• Pickleball courts are underway
• Disc golf design is imminent
• Parking lot design is underway

Waterline Spline Project

Phase 1 of the Waterline Spline Project has been approved by NC DEQ to be placed into service from the Water Treatment Plant to Water Street. Cutovers and tie-ins have begun.

For Phase 2:

• Meeting Street work has started
• Construction from Amity Hill south on US-21 is well underway with less in-the-road work required

The overall project is currently 58% complete.

Stage 3 Drought Classification: Extreme Drought

The City remains under a Stage 3 Drought Classification with the following restrictions and guidance in place:

• Burn ban in effect
• Limit outdoor watering
• All residential vehicle washing is prohibited
• Filling swimming pools is prohibited, though topping off pools is allowed

The City noted that civil penalties could be issued, but the goal remains community cooperation. Residents are encouraged to check the City website for details.

Public Works Update

A contractor has started the sidewalk project on Alexander and Stockton Streets. The Streets Division is working with a contractor to remove black paint in downtown gutters, specifically on Broad and Tradd Streets. New crosswalk signs for West Broad Street have been ordered and are planned for installation.

Statesville Public Power

Statesville Public Power received recognition from the American Public Power Association as a Diamond-level Reliable Public Power provider. SPP also received the highest-level Safety Award for 2025.

Statesville Planning Department Update

Permitting and development activity remains consistent with last year, with large developments down and permits remaining stable.

The City reviewed 13 TRC projects, including:

• Commercial: Gateway on Broad
• Residential: Two subdivisions, two townhome developments, and one apartment development

Code Enforcement activity included work related to a homeless encampment.
